José Antonio Hoyuela Jayo was a UNESCO Consultant, IPHAN (Institute of National Historical and Artistic Heritage) from 2017 to 2020. He is a professor at the Pontifical Catholic University of Rio de Janeiro (Sustainable Landscapes course) and director of TERYSOS do BRASIL, Ltd.

He holds a PhD in Architecture from the University of Valladolid. A Senior Architect since 1994, he has 22 years of experience, and as a PhD since 2015. Architect and Urban Planner in Brazil by the Federal University of Minas Gerais, UFMG, since 2016. His Doctoral thesis was titled HISPANICA URBS BRASILIARUM, on Philippine colonial urbanism in Brazil during the Iberian Union, 1580-1640, and its impacts on landscape and territory.

He specializes in Urban, Territorial and Strategic Planning (CEU San Pablo, Spain), and is a specialist in graphic design, GIS Geographic Information Systems and cartography, with extensive experience in its application in General Planning, Landscape and Land Management.

He is a member of ICOMOS Brazil, and of the CAU/MG and of the Geomatics Commission of the Superior Geographic Council (National Geographic Institute, Spain). He also participates in the international committees of ICOMOS: Cultural Landscape and Historic Towns and Villages; as well as the national committee on Climate Change and Cultural Heritage.

Abstract // Résumé

The PRODOC4018 project aimed to develop tools for the planning and management of the Carioca landscapes, a World Heritage Site since 2012. The proposal promotes a shared and integrated management of cultural heritage of excellence through preservation guidelines, with intervention criteria and protection and management tools incorporated in action plans and geo-referenced monitoring mechanisms. These analysed properties were located in the World Heritage area and its surroundings, 'Carioca Landscapes: between the mountain and the sea.

Landscape heritage must be evaluated, ordered and managed in its spatial and temporal context, but also in the social, environmental and economic context in which it develops. This requires an integrated, landscape and territorial vision. The work consisted of identifying, organizing and systematizing the normative instruments that affect these federally protected properties, 22 in total, located in the Baixada de Jacarepaguá, in Joa-Joatinga and in the surroundings of the Botanical Garden, in the watershed of the Rodrigo de Freitas Lagoon, as well as the Protected Forests and the Tijuca National Park.

The working group consisted of IPHAN specialists who worked with the consultant Antonio Hoyuela. The result is structured in three types of documents. At a detailed scale, basic and indicative guidelines by landscape sub-units and morphotypes. At a medium basin scale, actions linked to territorial systems and landscape units. At a large scale, for the management, programming and planning of proposals, a joint Action Plan was defined. At the lowest level of detail, work was carried out with standards at scales close to 1/1000. At the scale of the specific property, the proposals included the component elements, the main processes and ecosystems and the values, as a basis for future processes of re-signification.
