Abstract

In this stage of neocolonialism the empires devastate, plunder and appropriate the natural resources of poor and developing countries. As it ceases to be a free and sovereign nation by being subjugated to the plans of international and transnational financial organizations associated with its oligarchy, Mexico has become one of these countries. These forces impose their supranational economic, political and military control by standing above the Mexican Constitution and political institutions. Slowly but surely they put forward their interests in order to increase their profits in this greedy, unscrupulous and irrational race via the brutal accumulation and concentration of wealth and a neo-colonizing process that has been defining itself for more than three decades through the reforms that have been forced upon every economic, political, social and cultural sphere. This allows them to pave the way and hastily impose without any analysis or discussion the structural reforms for which the society lacked the sufficient response capacity to prevent them.

In order to carry out this larceny perpetrated against the nation, they modernize their systems of control, oppression, alienation and exploitation by modifying laws, regulations and norms as part of a general institutional violence.

An example of this is the type of changes that have been made in the educational system in order to nullify the employment rights of education workers and to obliterate the public schools that were the legacy of the Mexican Revolution (1910-1917) and had been a fundamental part of the national and cultural identity, as well as the guarantors of stability and social mobility during the developmental era (1940-1970). As a result they have torn apart the social and political contract that was established by the Mexican Revolution and was embodied in the Mexican Constitution.

En esta etapa de neocolonialismo los imperios arrasan, saquean y se apropian de los recursos naturales de los países en vías de desarrollo o pobres. México es uno de estos, al dejar de ser un país libre y soberano, sometido a los designios de los organismos financieros internacionales y trasnacionales asociados con la oligarquía mexicana. Estas fuerzas imponen su dominio económico, político y militar supranacional, al estar por encima de la Constitución y de las instituciones políticas, sin prisas pero sin pausas mueven sus intereses para obtener mayores ganancias en esta carrera irracional, llena de avaricia y sin escrúpulos a través de la acumulación y concentración de la riqueza de manera brutal, a partir de un proceso neocolonizador que se ha ido definiendo desde hace más de tres décadas, mediante reformas impuestas en todos los rubros económicos, políticos, sociales, educativos y culturales. Permitiéndoles allanar el camino e imponer de manera apresurada sin análisis ni discusión las reformas estructurales: seguridad social, laboral, educativa, telecomunicaciones, hacendaria, política y energética (entregando a los grandes capitales extranjeros el petróleo, el gas y la electricidad) sin que la sociedad haya tenido capacidad de respuesta orgánica suficiente para impedirlo.

Para llevar a cabo este robo a la nación, modernizan su sistema de control, opresión, enajenación y explotación, modificando leyes, reglamentos y normas como parte de la violencia institucional.

Ejemplo de ello, son las modificaciones realizadas en materia educativa, con el fin de nulificar los derechos laborales de los trabajadores de la educación y aniquilar la escuela pública legado de la revolución mexicana (1910-1917) que había sido parte fundamental de identidad nacional y cultural, así como garante de la estabilidad y movilidad social durante la época desarrollista (1940-1970). Con ello se rompe el pacto social y político de la Revolución Mexicana plasmado en la Constitución.
