Abstract
This document provides a detailed analysis the development of education policy in Uganda beginning with the colonial era in 1925 and continuing into the late 1990s. The paper reviews the history of policy making and explores the lessons for the future that are embedded in that history.
The development of policy for education takes place on many levels, from the official pronouncements of national commissions to informal local decisions at the district or school level. The case of Uganda provides a look at the official policy formation process with an emphasis on the large-scale, public processes involved. The study examines the interaction between government, government appointed policy commissions, the international donors, and internal forces within Uganda. A table of the key policy events in the history of education in Uganda is attached to provide a summary skeleton of that history for the reader.
