The governmental agencies' regulations, policies, and operating procedures for evaluating environmental impacts of hydropower development in Minnesota are not explicit. This paper addresses the process of developing policy and review and development guidelines to evaluate the environmental impact of hydropower development through an interdisciplinary task force; and, the practical considerations and lessons learned in the process.
