Policy Questions Related to Small Hydropower Development: An Overview of the Issues

Abstract
This paper summarizes the policy framework relevant to small-scale hydropower siting, the extent of current controversy about major policy and recent proposals for modifying the decision-making process. It emphasizes conflict arising from the convergence of five major policy traditions under federal law: energy, environmental protection, conservation, water, and Indian rights. Each of these traditions has been advanced by influential constituencies, and resolution of policy disputes will depend on the development of new relationships and dialogue among these groups.
