This paper provides a brief overview of some of the key issues affecting the evaluation of benefits and trade-offs of small hydroelectric power development. The increasing numbers of development proposals under consideration for various permits, exemptions, and license authorizations has heightened the degree of controversy and complexity surrounding the evaluation of such projects. This situation has led to recent congressional consideration of new institutional relationships and possible changes in policy assumptions for choosing among projects.
