In 1980, with the passage of the Northwest Power Planning and Conservation Act, Congress created a unique new responsibility to harmonize the conflicting demands for fisheries protection and hydroelectric power development in the Columbia River Basin. This paper will examine that radical modification of the institutional structure of energy decision-making in the region and the new relationships among the states, the federal agencies, and the Council which resulted.
