We study the reaction ψ → Mγ where M is a pseudoscalar meson, using QCD and a heavy quark mass expansion. We find that the matrix element is not short distance dominated, contrary to conventional assumption, and predict the rates of radiative υ decay in terms of those in ψ decay.
