It is hard for local and regional NGOs to maintain the staffing and financial resources for the long haul in terms of taking out unnecessary and damaging dams when your watershed reaches over 4 states with 26 major tributaries where there are at least 1,000 dams most of which should be pulled out of the rivers. One response to the capacity question is to move toward having the state establishing a dam removal task force. This is what has happened in Vermont and New Hampshire. The task force approach allows for a consistent presence in the dam removal arena. The task force brings together the necessary permitting and financing stakeholders to support local efforts.

David Deen, as River Steward for the Connecticut River Watershed Council, is responsible for public education about issues affecting the River and its tributaries from the Massachusetts border to the headwaters at the Connecticut Lakes. David has served in the Vermont Legislature for 23 years as chair of the Fish, Wildlife and Water Resources Committee among other assignments. Strictly Trout is his own business and for 28 years he has guided his flyfishing guests in the Connecticut River Watershed. David holds a MS in Environmental Science.
