Abstract

The Lowell Hydroelectric Project is located on the Merrimack River in Lowell, Massachusetts, within the boundaries of a historic park and on an anadromous fish run. This paper traces the evolution of the fish passage facilities and highlights the tradeoffs among conflicting historic preservation, fisheries resources, and project economic interests.
