Abstract
The inherent governmental status of Indian tribes and their ownership and regulatory authority over important land, water, and other natural resources, demands they be considered in the formulation of regional or national hydropower development policy. Presently, coordination among federal, state, and tribal governments in hydropower development and environmental planning is inadequate.
