In recent years there has been a blurring of the jurisdictional lines of authority over the decision making involved in hydroelectric licensing. Also, resource agencies, both federal and state, have in many recent cases assumed absolute and arbitrary positions with regard to hydro project requirements. These two factors, and their combination, pose a threat to the overall public interest which Section 10 of the Federal Power Act seeks to serve.
