Effects of Small Hydropower Development on Fisheries

The large number of proposals to develop small hydropower projects beginning in the early 1980s created concern among fisheries managers across the United States. This papers reviews various types of small hydropower projects with emphasis on potential biological impacts resulting from high-head diversion projects. This paper also reviews the issue of cumulative impacts and the need to incorporate regional/state river basin planning and improved benefit cost analysis in both the regulations and incentives involved in hydropower development.
