Abstract

Throughout Maine's history, no issue had proven more controversial than defining the public interest in the State's river resources. Today' Maine has resolved these conflicts through a balanced policy that accommodates a variety of competing uses on its rivers. This paper examines that policy's background, development, implementation, and national significance.
