Summary: In the crucible of the cancellation of two uncompleted nuclear power plants in Washington state during the 1980's, the Northwest also innovated, pioneered electric-energy conservation programs and environmental rehabilitation on an unprecedented scale. The vehicle through which these inventions occurred is a statute enacted in 1980 by the U.S. Congress, called the Northwest Power Act. This article reviews these developments and comments on their implications for energy more broadly.
