Looking Back, Looking Forward

During the past 50 years, the Committee has experienced great changes, in the concept of cultural landscapes, and the approaches to their conservation and protection. Fontainebleau, in 1971, was the starting point, where M. René Pechère led the creation of the joint ICOMOS / IFLA Committee of Historic Gardens and Sites. The Florence Charter: Historic Gardens followed in 1982. In 1999, the concept and definitions of “Cultural Landscapes,” that had been established in 1992 by the World Heritage Committee, reverberated profound changes in the Committee's field of work and also its name.

FRANÇAIS: Au cours des 50 dernières années, la trajectoire des Comités a connu de grands changements, dans la compréhension des paysages culturels, et les approches de leur conservation et protection, sans parler du concept de paysages culturels eux-mêmes. Fontainebleau, en 1971, a été le point de départ, où M. René Pechère a créé le Comité conjoint ICOMOS / IFLA des jardins et sites historiques. La Charte de Florence : Jardins historiques a suivi en 1982. En 1999, le concept et les définitions de « Paysages culturels », qui avaient été établis en 1992 par le Comité du patrimoine mondial, ont profondément modifié le domaine des travaux et le nom du Comité.

Theme 1: 50 Years of Evolution of Cultural Landscapes Perspectives & Practices // 50 ans d'évolution des perspectives et pratiques des paysages culturels

Worldwide, huge challenges must be faced that require new reflections and concrete actions. The Cultural Landscapes perspective and contributions must be improved with regard to essential global issues such as Climate Change, Heritage Impact, UN SDGs/NUA. Theoretical issues, more closely related to Cultural Landscapes must be put on the table such as its’ definition, the HUL approach and other interdisciplinary aspects. Decolonization of the constructs of landscape is a requirement along with the recognition and acceptance of First People (Indigenous, Aboriginal) perspectives.

Cultural landscapes also must consider marine, aquatic, subterraneous and peri urban landscapes, and the increasing need of fire, storm, flood and drought resilience.

FRANÇAIS:À l'échelle mondiale, d'énormes défis doivent être relevés qui nécessitent de nouvelles réflexions et des actions concrètes. La perspective et les contributions des paysages culturels doivent être améliorées en ce qui concerne les problèmes mondiaux essentiels tels que le changement climatique, l'impact sur le patrimoine, les ODD/NUA des Nations Unies. Des questions théoriques, plus étroitement liées aux paysages culturels doivent être mises sur la table telles que sa définition, l'approche HUL et d'autres aspects interdisciplinaires. La décolonisation des construits du paysage est une exigence ainsi que la la reconnaissance et l'acceptation des perspectives des Premières Nations (autochtones, autochtones). Les paysages culturels doivent également tenir compte des paysages marins, aquatiques, souterrains et périurbains, ainsi que du besoin croissant de résistance aux incendies, aux tempêtes, aux inondations et à la sécheresse.

Theme 2: 50 Years of Cultural Landscape Law, Regulation, Policy and Practice Around the World // 50 ans de loi, de réglementation, de politique et de pratique du paysage culturel dans le monde

Since the ISCCL was established in 1971 with an initial focus on gardens, it saw a broadening of the conceptual underpinning of the Committee in 1999 to the concept of cultural landscapes. What do these concepts mean in varying languages and cultures, and how do we think about the concepts of regulatory protection?

According to the “Operational Guidelines for the Implementation of the World Heritage Convention,” cultural landscapes are cultural properties that represent the "combined works of nature and man." However this definition obscures the reality of the recognition, protection, and maintenance of these sites. And a related vectore of what these concepts mean in the various cultures and languages around the world, including indigenous viewpoints, traditions and practices.

This session will explore these concepts in various contexts: discussants may for example propose an exploration of the protection of trees in the landscape, protective mechanisms for designed gardens, the challenges of large landscape protection, and many others.

FRANÇAIS:Depuis que l'ISCCL a été créé en 1971 avec un accent initial sur les jardins, il a vu un élargissement du fondement conceptuel du Comité en 1999 au concept de paysages culturels. Que signifient ces concepts dans différentes langues et cultures, et comment pensons-nous les concepts de protection réglementaire ?

Selon les « Orientations devant guider la mise en œuvre de la Convention du patrimoine mondial », les paysages culturels sont des biens culturels qui représentent « les œuvres combinées de la nature et de l'homme ». Cependant cette définition occulte la réalité de la reconnaissance, de la protection et de l'entretien de ces sites. Et un vecteur connexe de ce que ces concepts signifient dans les différentes cultures et langues du monde, y compris les points de vue, les traditions et les pratiques autochtones.

Cette session explorera ces concepts dans divers contextes : les intervenants pourront par exemple proposer une exploration de la protection des arbres dans le paysage, des mécanismes de protection des jardins aménagés, des enjeux de la protection des grands paysages, et bien d'autres.
