Integrating Tourism into Land Management Planning for Community Resilience, Hawai`i Island

Abstract
The participation of local communities in processes to achieve sustainable tourism is well documented. However, examples that illustrate how communities have strategically developed tourism and tied it to the broad range of socio-economic benefits that tourism is capable of delivering, are limited. This research illustrates a case study of how native Hawaiian communities and a government agency have worked together to develop a plan that leverages tourism to achieve the three fundamental goals of human welfare―economic sustainability, improving quality of life, and environmental stewardship. This paper explores strategies for integrating tourism into land management at Ka Lae, on Hawai'i Island, as a vehicle for sustainable development. Key components of the management plan and co-management approaches to land stewardship are also discussed.
