Session Title

Panelists from the Texas Higher Education Coordinating Board and the Institute for the Study of Knowledge Management in Education discuss the development and give a tour of the OER in Texas Playbook, an openly-licensed resource that outlines the steps needed to implement the change management inherent in an institutional shift to OER and provides resources for the localization and contextualization for institutions. Attendees will have the opportunity to ask questions and consider ways to adapt the playbook for their own contexts.

Full Description of the Session
In 2019 and 2021, the THECB partnered with ISKME and DigiTex to conduct surveys and landscape analyses of OER in Texas higher education. The data collected surfaced numerous insights, including that the institutions most advanced in their open education policies and practices provide comprehensive, systems-based supports for OER by engaging multiple offices and roles across campus. Given this, one of the recommendations in the 2021 report included creating a state OER Playbook to support institutions as they work to build capacity and drive systems change around OER.
Together, the THECB and ISKME, with support from a statewide Advisory Committee, developed the OER in Texas Playbook, which has two primary objectives:

Outline the steps needed to implement the change management inherent in an institutional shift to OER.

Provide resources for the localization and contextualization for each of the Texas institutions that choose to take part in [a] Playbook Development Academy.
In this session, geared toward all levels of expertise, presenters from ISKME and the THECB will discuss the research-based genesis of the playbook and its development process and give a quick tour of the guide. Attendees will have the opportunity to ask questions and consider ways to adapt the openly licensed resource for their own contexts.
Presenter Bios
Mindy Newfarmer is VP of Services at ISKME, leading platform and tools development, field building in open education, and library services. Prior to joining ISKME in 2014, Melinda worked at Stanford Libraries developing an eBook platform for scholarly communications and Cengage Learning developing eLearning products to support the life sciences.
Michelle Singh, Ph.D. serves as the Assistant Commissioner of the Texas Higher Education Coordinating Board’s Division of Digital Learning. The division portfolio includes a systemic innovative approach to increasing awareness, building capacity, and recognizing excellence in open practice across the state including the internationally acclaimed OERTX digital repository. Singh is internationally sought for expertise in digital transformation, ecosystem approach to digital learning, open pedagogy, and effective change management strategies.
Kylah Torre, Ph.D. is Director of Digital Learning at the Texas Higher Education Coordinating Board. She brings to that position professional experience in education research, curriculum development, and teaching. Her work in digital learning is a natural extension of a career working towards equity and accessibility for all students.
