A Sustainable Hotel Project Appraisal Routine for Regionalized Southeast Asian Tourism Destinations

Abstract

The purpose of this paper is to develop a process for the appraisal of hotel sustainability. 24 case studies on the basis of regionalized tourism destinations are analyzed, and the issues of hotel development are discussed. A model development procedure is proposed, and the combination of reductionist and holistic approaches to modeling a rose diagram is employed: identification of systems, dimensions, and indicators; ranking of sustainability; gradations of sustainability; graphic thumbprint; and evaluation. A framework for a conceptual tool to assess sustainability is formulated. 'Sustainable Project Appraisal Routine' (SPeAR) and 'AMOEBA of Tourism Sustainability Indicators' (ATSI) are introduced as devices for the assessment of sustainability. The research builds on these devices and proposes an applied appraisal routine for hotels which represents a comprehensive level of sustainability in a given destination; combining social, environmental, economic, and natural resource indicators into an index of analysis, balancing qualitative issues against quantitative issues. A Rose Diagram tool to appraise hotel projects is introduced with individual levels of indicators which both numerically calculate and graphically illustrate regional 'best' and 'worst' development practice
