The Massachusetts Natural Resources Planning Program: A Review and Evaluation of it's Effectiveness

Abstract
This project involves an evaluation of a natural resources planning process that has been in operation for several years in participating towns across Massachusetts. Town representatives actively participate in the program throughout its various phases, along with representatives from federal and state agencies and others under their direction who assist the towns. Since its inception, the demand for the natural resources planning effort has increased considerably, requiring significant time and additional resources. This rise in program activity—along with the corresponding increase in demand for personnel at all levels, materials, and other related needs—has created a need to address several key issues. These include: the effectiveness and scope of the program; the challenges and efficiencies related to personnel input; the program’s strengths and weaknesses; its benefits; and how it aligns with the broader planning goals of both public agencies and individual towns. This study focuses on these concerns, seeking answers with the expectation that the findings will inform and improve the future operations of the Natural Resources Planning Program (NRPP).
