An Evaluation of a Request for Proposal Method for Developing Certain Real Estate

Abstract
This project focuses on how municipalities can produce more successful, response-oriented Requests for Proposals (RFPs) for major land developments. The impetus for this manuscript was the failure of the Chicopee River Technology Park RFP to attract professional private land developers. The Chicopee River Technology Park, located in Western Massachusetts, and its development history serve as the case study for this project.
The project compared and contrasted the Chicopee River Technology Park RFP with the model RFP outlined by the National Council on Urban Economic Development. The comparison revealed that the Chicopee River Technology Park RFP compared favorably to the model RFP from a technical standpoint.
In addition, the project analyzed responses to a survey questionnaire. The data indicated that the primary reason for the low developer response was the economic condition of Western Massachusetts at the time.
Based on findings from the comparison study and survey, four guidelines were developed to assist municipalities in creating more effective RFPs for major land development initiatives.
