Small Hydropower Development and Fisheries Protection: Problems, Policies, and Proposals for Reform

Abstract
The last 6-7 years have seen a dramatic shift from large scale, federal agency and utility hydro development to small scale entrepreneurial development. This shift reduced funds available for studies and research on fisheries protection and, at the same time, increased the need for certainty in project requirements. Some examples of attempts to cope with these problems are discussed and some suggestions for reform are presented.
